Buying a Home or Acreage in Palo Cedro, CA: What to Know

Palo Cedro is a small, unincorporated community about 8 miles east of Redding. Buyers who look here are often after more elbow room than a city lot offers while staying within reach of Redding. This guide covers what the public numbers say, what is different about buying outside city services, and what to check before you make an offer.

It is general information, not legal, tax, lending or insurance advice, and every property is different.

Palo Cedro at a glance

Palo Cedro is a census-designated place, not an incorporated city. The U.S. Census Bureau counted 2,931 residents in 2020, and the American Community Survey (2024, 5-year estimate) puts it at about 3,685. Here are a few more public numbers:

Read these numbers carefully. Redfin counted only 12 Palo Cedro home sales in September 2026. With so few sales, one large property can move the median a lot, which is why the year-over-year change looks big. The Census value is a survey estimate with a margin of error, and it covers a different time period than Redfin. Treat all of it as a general picture, not a promise about any one home. An agent can pull sales of properties similar to the one you are considering.

Why people look at Palo Cedro

According to the Census, Palo Cedro’s owner-occupied rate in the 2020 count was 88.8%, and its median household income in the 2024 ACS was about $120,152 (±$20,460). Those are estimates, but they point to a community of mostly owners. The ACS estimates an average commute of about 33 minutes (±12), which is a reminder to test the drive to your work at the hours you would actually travel.

School assignments vary by address, so check with the district to confirm which schools serve a specific home before you make an offer.

Wells and septic systems: ask early

Many homes outside city limits use a private well and a septic system instead of city water and sewer. Shasta County’s Environmental Health Division (EHD) explains what is involved:

  • A permit is required to drill, deepen or recondition a water well, and the work must be done by a licensed C-57 contractor.
  • A permit is required before installing a new or replacement septic tank and leach field.
  • Some lenders or buyers request local health official clearance on an existing water supply or septic system. EHD’s Home Loan Water/Septic Waiver checks water potability, reviews permit records and may include an on-site inspection. A septic waiver also requires a septic tank pumper’s report.

Ask your agent early whether a property is on a well or septic, and ask your lender whether they will require the waiver. EHD’s phone number is (530) 225-5787.

Wildfire risk and insurance

Wildfire risk is part of buying in Northern California, including in and around Palo Cedro. Redfin’s “Fire Factor” risk section rates Palo Cedro’s wildfire risk as “major.” That is a general model, not a determination for any address.

  • Look up the exact address in CAL FIRE’s fire hazard severity zone tool or on Shasta County’s zone information page.
  • Get an insurance quote early. The California Department of Insurance recommends shopping the regular market first, and describes the California FAIR Plan as the insurer of last resort.
  • Ask about defensible space and any required clearing work around the home.

Property taxes on a larger property

California’s base property tax rate is 1% of assessed value, plus any voter-approved charges that vary by property. When you buy, the county reassesses the property at its new value, and Shasta County says you may receive one or more supplemental tax bills in addition to the regular annual bill. Supplemental bills are mailed directly to you, so ask your lender how they will be handled.

Questions to ask about any acreage

  • Access: Is the road public or private, and who maintains it?
  • Water and power: Where does water come from, and is the well tested?
  • Septic: Is there a permit on file, and when was it last pumped?
  • Zoning and use: What is the parcel zoned for, and can you do what you plan to do (animals, a shop, an additional dwelling)? Check with Shasta County before you buy.
  • Boundaries and easements: Review the preliminary title report and survey.
